“We would like to inform the public that the entire admission process for the Undergraduate and Applied Undergraduate Programs for the 2026/2027 Academic Year was completed following the announcement of the selection results in mid-June 2026. There are no additional quotas for any admission pathway,” said UGM Vice Rector for Education and Teaching, Professor Wening Udasmoro, on Monday (Jul. 7).

According to Professor Udasmoro, the misleading information could confuse the public by suggesting that UGM is still accepting applications through the independent admission pathway or the UGM Computer-Based Written Examination (UM UGM-CBT). In fact, all stages of the admission process, including selection, registration, and confirmation of newly admitted students, were completed on schedule. UGM urges the public, particularly prospective students and their parents, not to trust information from unverified sources.

“We encourage the public to always refer to official information published through UGM’s website and official social media accounts. There are currently no ongoing admission or selection processes for the Undergraduate and Applied Undergraduate Programs at UGM,” she emphasized.

Professor Udasmoro added that all newly admitted students are currently preparing to participate in PIONIR Gadjah Mada, UGM’s orientation program for new students.

“The registration process has been completed, and our new students are now preparing to take part in PIONIR Gadjah Mada,” she said.

On the same occasion, Professor Udasmoro also announced that students admitted this year will be the first cohort to study under UGM’s new curriculum. The curriculum is designed to provide a more flexible, adaptive, and competency-based learning experience, enabling graduates to address future challenges while contributing meaningful solutions to national and global issues.

“This year, UGM will begin implementing its new curriculum,” she said.

UGM encourages the public to obtain information regarding student admissions exclusively through the university’s official website and communication channels and to disregard information that does not originate from official sources. This is essential to prevent misinformation and hoaxes that may mislead prospective students and the wider public.

Responding to HU’s designation as a suspect, UGM spokesperson Dr. I Made Andi Arsana emphasized that the university respects the ongoing legal process and upholds the presumption of innocence. “We respect the legal proceedings currently underway,” said Dr. Arsana on Wednesday (Aug. 13) at the UGM Campus.

Dr. Arsana stated that UGM is prepared to cooperate with the Prosecutor’s Office in resolving the legal matter that has caused financial losses to the state.

In light of this incident, UGM will continue to strengthen governance improvements, particularly in the development of the tea and chocolate industries. The program also aims to support downstream development in Indonesia’s chocolate industry.

Dr. Arsana reaffirmed UGM’s commitment to enhancing transparency and accountability in the governance of its holding company and investment management across various business sectors. “Learning from this case, we will continue to pursue sustainable improvements and conduct ongoing evaluations to ensure more accountable and transparent budget governance,” he concluded.

In that release, it was stated that Mr. Joko Widodo is a graduate of the Faculty of Forestry at Universitas Gadjah Mada. He completed his academic studies, beginning in 1980, under student ID number 80/34416/KT/1681 and graduated on November 5, 1985.

Once again, UGM affirms that it is not involved in any conflict of interest between the Ulama and the Activist Defense Team (TPUA) and Mr. Joko Widodo. As a public institution operating within Indonesia’s higher education system, UGM is subject to national laws governing the protection of personal data and the disclosure of public information. Accordingly, UGM is only permitted to disclose publicly accessible data; personal academic data can only be provided in response to an official request from law enforcement authorities.

Artikel UGM Clarifies Sofian Effendi Remarks on Authenticity of Joko Widodo’s Diploma pertama kali tampil pada Universitas Gadjah Mada.

“We are freezing his student status while the legal process is ongoing,” said UGM Rector Professor Ova Emilia on Tuesday (Jun. 3) at the UGM Campus.

During the freezing of his student status, all of Tarigan’s rights and obligations as a student are deactivated, pending academic sanctions decided by the university.

The decision regarding academic sanctions refers to UGM Rector Regulation Number 711/P/SK/HT/2013 concerning Student Conduct at Universitas Gadjah Mada.

The university formed an Ethics Committee Team comprising leaders from FH and FEB UGM, the Directorate of Student Affairs, the Directorate of Education and Teaching, and the Bureau of Law and Organization.

This team will work to determine academic sanctions for the individual concerned.

“This team will review the academic sanction decision in accordance with applicable regulations. Meanwhile, the legal process continues,” the rector stated.

According to Professor Emilia, this Ethics Committee Team will work as quickly as possible to assess the extent to which this case implicates violations of student conduct articles.

Regarding the deactivation of his student status, Professor Emilia said that it had actually been done by FEB UGM long before the individual was designated as a suspect.

In fact, this deactivation was directly communicated by the FEB UGM Dean’s Office to Tarigan and his family.

“His student status was already deactivated, and even his Community Service Program (KKN) permit had been withdrawn before he was designated as a suspect,” she stated.

In connection with the ongoing investigation process of the accident case being handled by the Sleman Police Resort, Professor Emilia affirmed that UGM provides full support for the legal process.

The police are now handling this process.

“UGM expresses full support for the objective and transparent conduct of the legal process. FH UGM has also formed a legal assistance team to help Achfandi’s family obtain proper and comprehensive assistance,” she said.

On that occasion, Professor Emilia conveyed deep condolences for the passing of the late Argo Achfandi.

She also prayed that the deceased would find the best place with Allah SWT and that he would accept all his good deeds in the world.

“We have lost a young person full of potential and spirit. May he find the best place with God Almighty, and may his bereaved family be given fortitude and strength to face this sorrow,” she stated.

Argo Achfandi was known as an intelligent, humble, and committed individual in his learning process. His presence brought color to the academic environment of FH UGM and the campus as a whole.

His passing brings deep sorrow not only to his family and friends but also to his colleagues and the entire UGM academic community.

Artikel UGM Forms Ethics Committee to Review Academic Sanctions in Fatal Accident Case pertama kali tampil pada Universitas Gadjah Mada.

During the meeting, Universitas Gadjah Mada confirmed that Joko Widodo is an alumnus of the Faculty of Forestry at Universitas Gadjah Mada (UGM).

He completed the full course of study, which began in 1980 under student registration number 80/34416/KT/1681, and graduated on Nov. 5, 1985.

UGM is not involved in the conflict of interest between the Team for the Defense of Ulama and Activists (TPUA) and Joko Widodo. As a public institution within Indonesia’s higher education system, UGM is bound by laws and regulations regarding personal data protection and public information disclosure.

Therefore, UGM is only willing to disclose publicly accessible data, while personal data will only be released upon formal request by law enforcement authorities.

The principles of gender mainstreaming and justice always guide UGM’s efforts in preventing and handling cases of sexual violence. The university strives to offer services, protection, recovery, and empowerment for victims. Therefore, one of the university’s and faculty’s initial swift actions was to relieve the reported individual of their academic duties and remove them from their position as Head of the Cancer Chemoprevention Research Center (CCRC) at the Faculty of Pharmacy. This removal was enacted through a Dean’s Decree from the Faculty of Pharmacy on July 12, 2024. This decision was made well before the examination was concluded, and sanctions were imposed in the interest of the victims to ensure a safe space for all members of the academic community at the faculty.

Chronologically, Satgas PPKS UGM immediately followed up on the report from the Faculty of Pharmacy by forming an Investigative Committee through UGM Rector’s Decree Number 750/UN1.P/KPT/HUKOR/2024, with the committee’s term extended from August 1, 2024, to October 31, 2024. The committee conducted its investigation by gathering detailed testimonies from the victims, questioning the reported individual and witnesses, reviewing supporting evidence, and proceeding to issue recommendations.

Based on the findings, records, and evidence gathered during the investigation, the committee concluded that the reported individual was proven to have committed acts of sexual violence in violation of Article 3 paragraph (2) letter l and Article 3 paragraph (2) letter m of UGM Rector Regulation No. 1 of 2023. The individual was also found to have breached the code of ethics for lecturers. The decision to impose sanctions was based on UGM Rector’s Decree Number 95/UN1.P/KPT/HUKOR/2025 concerning Sanctions Against a Lecturer at the Faculty of Pharmacy, dated January 20, 2025. The leadership of Universitas Gadjah Mada has imposed a sanction of permanent dismissal from the lecturer position. This sanction was carried out in accordance with prevailing employment regulations.

In addition, UGM, through its Satgas PPKS UGM, continues to provide services, protection, recovery, and empowerment for the victims according to their needs.

UGM remains firmly committed to being a campus free from all forms of sexual violence. Policies have been developed, applied, and enforced with the principle that a university campus should be a safe and conducive space free from violence. Since 2016, UGM has formulated policies on preventing and handling sexual harassment. This commitment was further reinforced with the launch of the Health Promoting University (HPU) program in 2019 and the establishment of the Zero Tolerance Task Force for Violence, Bullying, and Harassment. Following the issuance of the Ministry of Education, Culture, Research, and Technology Regulation No. 30 of 2021, UGM aligned its internal policies with this regulation, including the formation of Satgas PPKS UGM on September 3, 2022. Various efforts to raise awareness about these regulations and standard operating procedures for handling and preventing sexual violence continue to be carried out in order to realize UGM as a safe space free from all forms of sexual violence.

Artikel UGM Sanctions Perpetrator of Sexual Violence at Faculty of Pharmacy pertama kali tampil pada Universitas Gadjah Mada.

Dean of the UGM Faculty of Forestry, Dr. Sigit Sunarta, expressed regret over the misleading information spread by Rismon, especially since the former lecturer is an alumnus of UGM’s Department of Electrical Engineering. “It is unfortunate that a lecturer, whose role is to enlighten and educate the public, has instead propagated misleading claims,” Dr. Sigit stated on Friday (March 21) at the UGM campus. 

He emphasized that Rismon, as an academic, should base his conclusions on facts and sound research methods. He argued that Rismon should not have examined only Joko Widodo’s diploma and thesis but also compared them with other diplomas and theses issued by the Faculty of Forestry in the same period.  

Regarding the use of Times New Roman on the thesis cover and diploma, which Rismon cited as evidence of forgery, Dr. Sigit clarified that it was common for students at that time to use Times New Roman or similar fonts, especially for printing thesis covers and approval pages at local print shops. He noted that around the UGM campus, printing services such as Prima and Sanur (now closed) were available for thesis cover printing. “The existence of these printing services should have been known to him since he also studied at UGM,” he asserted.  

It is known that while Joko Widodo’s thesis cover and approval page were printed at a print shop, the content of his 91-page thesis was typed using a typewriter. “Many students used printed covers and approval pages for their theses,” Dr. Sigit explained.  

Addressing the issue of Joko Widodo’s diploma serial number, which was alleged to lack a cluster code and consist only of digits, the dean stated that the Faculty of Forestry had its own numbering policy at the time, as there was no university-wide standardization. This numbering system applied not only to Joko Widodo’s diploma but to all graduates of the Faculty of Forestry. “The numbers were based on student ID sequences, followed by ‘FKT,’ the faculty’s abbreviation,” he said.  

Dean Sigit strongly condemned Rismon’s video content, which cast doubt on the legitimacy of Joko Widodo’s diploma and thesis, insinuating that UGM had issued a fake diploma. “For the record, Joko Widodo’s diploma and thesis are authentic. He studied here, his classmates knew him well, he was active in student activities (Silvagama), he took numerous courses, wrote a thesis, and his diploma was legitimately issued by UGM,” he affirmed.  

Chair of the Faculty of Forestry Senate, Professor San Afri Awang, also criticized the misinformation spread by Rismon. He recalled his own experience using Times New Roman on his thesis cover. “I still remember going to Prima to print my cover. Back then, reputable print shops like Prima and Sanur were already available. As for typing on a computer, it was no surprise since typing services using IBM PCs were available around UGM. I used one to process statistical data,” said the professor, who was a senior to Joko Widodo.  

However, Professor San Afri noted that not all Forestry students used print shops for their thesis covers. Some, especially those with financial constraints, opted to type their covers and approval pages using a typewriter. “Many of my friends who were financially struggling typed their covers and approval pages manually,” he recalled.  

Once again, the professor expressed disbelief that individuals or groups continued to attack UGM by claiming Joko Widodo’s diploma and thesis were fake. He believed the allegations had become increasingly outlandish, fueled by baseless analyses. “This is just an attempt to seek attention. He (Joko Widodo) graduated from here, and the evidence is clear,” he stated.  

Frono Jiwo, one of Joko Widodo’s classmates at the Faculty of Forestry, voiced concern over the misinformation circulating on social media. He confirmed that he and Joko Widodo were in the same cohort, enrolling in 1980 and graduating together in 1985. “We were in the same batch as Pak Jokowi, entering in 1980,” he said.  

During their studies, Frono described Joko Widodo as a quiet person who is humorous among friends. “Pak Jokowi was reserved, but in conversations, he was funny—his remarks always made us laugh,” he reminisced.  

Frono also recalled that Joko Widodo was fond of mountain climbing, having hiked several mountains in Java and Sumatra. However, Frono admitted that he rarely joined him on these trips. “Pak Jokowi often went mountain climbing, but I rarely did, and I don’t recall ever hiking with him,” he noted.  

Regarding the diploma, Frono confirmed that his diploma looked the same as Joko Widodo’s, featuring the same font and bearing the signatures of Rector Professor T. Jacob and Dean Professor Soenardi Prawirohatmodjo, with the only difference being the graduation number. “My diploma can be compared to Pak Jokowi’s. They are identical except for the university and faculty graduation numbers,” he said.  

As for the thesis, Frono stated that all students in their cohort typed their theses using typewriters, while the covers, approval pages, and binding were mainly done at print shops. “All theses were typed using typewriters. Although computers existed, very few people had access to them. The covers, approval pages, and binding were all handled by print shops,” he explained.  

Frono further revealed that he and Joko Widodo applied for jobs at the same company in Aceh, PT Kertas Kraft Aceh (Persero). However, Joko Widodo worked there for only two years because his wife, Iriana Jokowi, was uncomfortable living in a remote pine forest area in Central Aceh. “The three of us—Pak Jokowi, myself, and the late Hari Mulyono (Jokowi’s brother-in-law)—started working together. After Pak Jokowi got married, Ibu Iriana seemed unhappy because the base camp was in the middle of a pine forest. So, Pak Jokowi resigned first, while Hari Mulyono and I stayed,” he recalled.  

UGM Criminal Law Professor Marcus Priyo Gunarto stressed that Rismon’s accusations against Joko Widodo regarding diploma and thesis forgery must be proven. According to Marcus, there are two types of forgery under criminal law: fabricating a document that never existed and falsifying an existing document. Fabricating a diploma means creating a completely new document that never existed while falsifying refers to altering a previously existing document. “Both are crimes and carry legal consequences. It is unclear what Rismon is actually accusing—fabrication or falsification,” he stated.  

Professor Marcus argued that the allegations against Joko Widodo and UGM were weak. The Faculty of Forestry at UGM has extensive supporting data proving that Joko Widodo attended classes, took exams, and participated in graduation. “He attended graduation, and there are official records of it. His diploma is real and can be verified at the Faculty of Forestry,” he emphasized.  

Regarding the use of Times New Roman or similar fonts in Joko Widodo’s diploma and thesis, Professor Marcus said Rismon should compare them with other UGM graduates from the same period. “If other documents from that time show similar font usage, does that mean all of them are fake? That is not an academic conclusion. Many UGM diplomas and theses from that era used Times New Roman or similar fonts,” he stated.  

The professor also dismissed claims that UGM was protecting Joko Widodo regarding the diploma issue. “Accusing UGM of covering up or acting solely in Joko Widodo’s interest is completely wrong and reckless,” he concluded.

Clarification Regarding Administrative Issues in the Promotion Process of UGM Lecturer

Yogyakarta, January 19, 2025 – Social media has been buzzing with the controversy surrounding Universitas Gadjah Mada (UGM), which has been perceived as obstructing the promotion of lecturer Dr. Noer Kasanah from the Department of Fisheries, Faculty of Agriculture, to the rank of professor. 

The individual concerned claimed to have been systematically impeded when applying for a promotion at the Department of Fisheries, UGM Faculty of Agriculture. Through its University Secretary, Directorate of Human Resources, Legal and Organizational Bureau, and Public Relations and News Division, UGM firmly states that these allegations are ‘untrue.’

The delay in the promotion process was in full accordance with UGM’s administrative procedures, as well as the prevailing rules and regulations.

The promotion process at UGM involves a series of evaluations covering various aspects, including academic performance, research contributions, community service, as well as integrity, ethics, and conduct as stipulated in the Lecturer Code of Ethics based on the applicable rules and regulations.

UGM has collected data and conducted fact-finding regarding the complaints raised by the individual in question, which can be used to verify the validity of their statements. Additionally, UGM has compiled a chronology of events beginning in 2011, when the individual was accepted into the Faculty of Agriculture. 

Previously, the individual served as a lecturer at the Faculty of Pharmacy, UGM. However, due to issues with professional relations among fellow lecturers at the faculty, the individual was reassigned to the university for further placement.

Through Rector’s Decree Number 1596/PII/SK/KP/2011 dated July 6, 2011, effective August 1, 2011, the individual was reassigned to the Department of Fisheries, Faculty of Agriculture, UGM. By the time the individual applied for a promotion in 2023, they had been serving at the Department of Fisheries for approximately 12 years.

The issues or cases that have occurred since 2012 follow the same pattern as when the individual was at the Faculty of Pharmacy, specifically concerning professional relations, not only with lecturers but also with students. The individual’s claims about favoritism and the non-alignment of academic disciplines were not the reasons for the temporary refusal of the individual’s promotion to professorship. 

The individual had been entrusted with responsibilities such as Secretary of the Aquaculture Study Program, Seminar Committee of the Aquaculture Study Program, and involvement in various committees. This shows that the Department of Fisheries provided the individual with career opportunities without discrimination, contrary to their statements.

Between 2012 and 2015, the individual had issues mentoring students, made derogatory posts about colleagues and UGM on their social media (Facebook) account, and refused to participate in certain departmental activities. As a result, on December 16, 2015, the Department of Fisheries decided to return the status of the individual to the Faculty of Agriculture, where they were eventually placed at UGM’s Integrated Agrocomplex Laboratory to minimize the negative impact. 

From 2016–2020, the Department of Fisheries attempted to mentor the individual in hopes of improving their behavior while continuing to assign them tasks related to UGM’s tri-dharma (three pillars) of higher education. However, the mentoring efforts failed, as the individual continued to have issues with student mentoring (power relations and bullying) and interactions with colleagues. They undertook overseas trips without permission from the department and made further posts distorting the facts about the department and study program’s conditions and policies. 

The Head of the Department of Fisheries issued a Warning Letter on November 21, 2016, to serve as a deterrent. Nonetheless, the individual continued their behavior, leading to another Warning Letter issued on December 29, 2020. Afterward, no behavioral improvements were observed, and further indications of issues with student mentoring (power relations and bullying) arose.

The individual applied for a promotion at the Department of Fisheries on February 8, 2023. A departmental meeting was held on March 3, 2023, during which it was decided to form an Ad Hoc committee to investigate alleged violations of the Lecturer Code of Ethics. Three days later, the department’s leadership coordinated with the Dean of the Faculty of Agriculture regarding the meeting results, and on March 8, 2023, the Ad Hoc committee commenced its work. 

The department sent a letter to both the dean and the individual regarding the promotion application, stating that the individual was “not recommended” for it. At the end of March 2023, the department submitted its objections to the promotion application, along with evidence, to the Dean of the Faculty of Agriculture, UGM.

On May 10, 2023, a departmental meeting was held to present the Ad Hoc committee’s investigation results. It was agreed that the individual would be returned to the Faculty of Agriculture, effective May 31, 2023. In early June 2023, the dean summoned the individual to communicate the results, but they responded that they were ill and would be bringing a lawyer to the meeting. 

However, on June 12, 2023, the individual, through their lawyer, instead sent a first legal notice (Somasi I) to the Department of Fisheries and the Dean of the Faculty of Agriculture. The Department of Fisheries issued a response to the legal notice on June 23, 2023, which was followed by a second legal notice (Somasi II) from the individual on July 9, 2023. The Department of Fisheries and the Faculty of Agriculture responded to the second legal notice on July 18, 2023.

The individual then submitted a request for public information disclosure to Yogyakarta’s Regional Information Commission (KID). On July 25, 2023, KID summoned the Rector of UGM as the respondent to the individual’s lawsuit. Within a month, on August 18, 2023, KID held a hearing and ruled that the dispute was outside KID’s jurisdiction. This led the individual’s lawyer to file a Registration Deed of Dispute with the Central Information Commission (KIP) of the Republic of Indonesia, with UGM as the respondent.

In response, KIP conducted an adjudication hearing, ruling that UGM must provide the minutes of the Department of Fisheries meeting, redacting the names of individuals who provided opinions. UGM refused to disclose the entire document, as protecting the parties who had expressed their opinions was necessary. The individual did not accept KIP’s decision and filed an appeal with the State Administrative Court (PTUN) in Jakarta. PTUN ruled that all of the individual’s claims were rejected and upheld KIP’s decision.

On August 30, 2023, the individual sent a letter to the lecturers of the Department of Fisheries that included provocations and threats, while portraying themselves as a victim. This behavior persisted, with the individual making additional derogatory, threatening, and personal intimidation, all while belittling the institution. 

Over the past two semesters, the individual has been subject to ethical sanctions after being examined by the University Honorary Council (DKU) based on Rector’s Decree Number 1554/UN1.P/KPT/DSDM/2024, effective from April 1, 2024. 

The individual’s behavior has harmed the Department of Fisheries, the Faculty of Agriculture, and UGM as a whole through their social media posts, which do not reflect good ethics, professionalism, or integrity as a lecturer from 2012 to 2023. 

The issue at hand is not related to credit points, as the individual claimed, but rather to numerous violations of the Lecturer Code of Ethics. The violations have entered the realm of ethics and indiscipline.

Artikel UGM Clarifies Administrative Issues Regarding Dr. Noer Kasanah’s Promotion pertama kali tampil pada Universitas Gadjah Mada.

The ad hoc team, consisting of six FIB lecturers representing the positions of professors and lecturers outside the History Department of FIB UGM, collected relevant data and facts and called upon the writing team to examine allegations made anonymously and in an insinuative manner on the social media platform Facebook under the account name Peter Carey.

To test the truth of the plagiarism claims, the ad hoc team applied international standards and academic studies on plagiarism as well as the national guidelines set out in Permendikbud No. 17 of 2010 on the Prevention and Handling of Plagiarism in Higher Education. The team took the following steps: collecting references on plagiarism standards, both international and national, and studying the materials related to the allegations attached in a letter from Kepustakaan Populer Gramedia (KPG) dated November 4, 2024.

The team also examined the material in the accused book and compared it with the contents of the book ‘Kuasa Ramalan’ by Peter Carey, first published in 2012 by KPG. Importantly, the team conducted clarifications with the book’s writing team.

To assess the presence of plagiarism, the ad hoc team used several definitions, rules, and regulations on plagiarism from international and national sources, such as The Oxford University, Standard Office of Community Standards, California State San Marcos, ‘Defining Plagiarism: A Literature Review,’ Chapter II Article 2 (1) items a-e of Permendikbud No. 17 of 2010, Law No. 28 of 2014, Permendikbudristek No. 39 of 2021, definitions of verbatim quotations, and the differences in plagiarism perspectives across institutions, countries, and cultures.

Based on the above criteria for plagiarism, the ad hoc team concluded that according to various internationally recognized concepts of plagiarism, the proper citation of sources is key to preventing plagiarism.

The materials provided by KPG and Peter Carey claimed that long verbatim quotations were found in the books ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI’ and ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik.’ These quotations were considered to have been directly taken from Peter Carey’s book ‘Kuasa Ramalan.’

However, after conducting a thorough examination of ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI,’ it was found that the long quotations in the text were introduced with the phrase “According to Peter Carey…” and were indented with endnotes providing full and detailed citations of Peter Carey’s book ‘Kuasa Ramalan’ in accordance with scholarly citation rules.

Similarly, for ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik’, all quotes and references in the book clearly cited ‘Kuasa Ramalan’ by Peter Carey, both within the text in footnotes, and in the bibliography.

It was noted that the long quotations in both books were made because, during the research process, no primary source was found. At that time, ‘Kuasa Ramalan’ was the only reference available regarding Raden Rangga Prawiradirdja, and the authors wished to preserve the integrity of the information from the referenced text.

Based on Law No. 28 of 2014 on Copyright (Copyright Law), an assessment of whether there was a copyright violation must also consider the provisions of the Copyright Law. According to Article 44, paragraph (1) letter a of the Copyright Law, a citation is not considered a copyright violation if the source is properly cited and is used for educational, research, scientific writing, reporting, critique, or review purposes without harming the legitimate interests of the creator or copyright holder.

Although the Copyright Law does not explicitly define “complete citation,” there are three types of citations: body note, footnote, and endnote. The body notes mention the name, year of publication, and page number of the citation, with the full citation appearing in the reference list. Footnotes provide the name, year of publication, title, city of publication, publisher, and page number. Endnotes mention the name, year of publication, and page number.

The ad hoc team’s report stated that the long quotation began with the phrase “According to Peter Carey…” (up to the final quote) and was followed by an endnote. Regardless of the type of citation used, the team concluded that the citation met the requirements of Article 44, paragraph (1) letter a of the Copyright Law.

Based on the above assessments and considerations, the ad hoc team concluded that neither ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI’ nor ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik’ can be categorized as plagiarism.

The team also added that the first and second editions of ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI’ and the first edition of ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik’ did not include the Author’s Foreword and were temporary versions. These editions were withdrawn and destroyed at the request of KPG through a letter dated March 6, 2020, a step acknowledged by KPG based on a letter from the Dean of FIB UGM dated March 11, 2020, as confirmed in KPG’s official statement of November 4, 2024. As such, these versions no longer exist.

Following a thorough review, the ad hoc team concluded that none of the long quotations or parts alleged to be plagiarized remained in the final versions of the books, namely the third edition of ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI’ and the second edition of ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik’.

Nevertheless, the team noted that while both books provided complete source citations, the long quotations could be considered to violate the “proprietary” standard. However, according to Permendikbud No. 17 of 2010 on the Prevention and Handling of Plagiarism in Higher Education, there is no specific regulation regarding the allowed length of quotations in the text.

Although Permendikbud No. 17 of 2010 has been revoked with the enactment of Permendikbudristek No. 39 of 2021 on December 14, 2021, the latter regulation did not exist at the time the books ‘Madiun: Sejarah Politik dan Transformasi Kepemerintahan dari Abad XIV ke Abad XXI’ and ‘Raden Rangga Prawiradirdja III Bupati Madiun 1796-1810: Sebuah Biografi Politik’ were published. Therefore, the evaluation of the books was based on the provisions of Permendikbud No. 17 of 2010.

This is the conclusion delivered by the ad hoc team of FIB UGM.
